Strengthening the Role of Civil Society and Women in Promoting Human Rights and Democratic Reforms in Achham District, Nepal

Background:
The decade long violent conflict, the Maoist insurgency, in Nepal has wreaked havoc on the nation's economy, infrastructure, and community life.

Poverty, unemployment and the lack of economic opportunities, productive engagement for women and youths, lack of basic development infrastructure, services, general social exclusion, human rights violation and discrimination has forced people to take desperate measures in many cases and have fuelled the spread of conflict, as the insurgency has found its greatest support among the most disenfranchised, such as women, youth and lower strata of community, particularly in rural areas. As a result, the damage caused by the armed conflict has left people with traumatic past, insecurity, loss of property and loved ones, displacement and impediment to development initiatives at the local level. The most affected are the women, children, youth and the lower strata of society as the targets of both the warring parties for forceful recruitment and use in their activities. Although, the peace agreement between the conflicting parties and the subsequent inclusion of Maoist party in the government in this past year has been possible and the recent successful constituent assembly poll, the lives of the people in general have not improved due to political instability and socio-economic reasons still prevalent in the country.

It is an on-going project about Information Technology. This project focuses on government school students and youths from the poor, needy, indigenous, Dalits (low caste) and marginalized groups. SN has created a 'fund' for such students/youths.

Nepal, as one of the poorest countries in term of economy and information technology in the world, is located on southern slopes of mid-Himalayas between China and India. Ecologically, Nepal is divided into mountains, Hills and Terai (plain land 33%) with some plain land in a few valleys in mountainous regions. Of the 23.5 million populations, about 84% still live in rural areas. Due to 67% of the total land structure with mountains and hills, developing infrastructure for information and communications is very difficult. Building such infrastructure is also slow and costly.
